Forty-two year old Kenneth Wayne Welch has reportedly kidnapped his five month old son while high on meth and is believed to be headed towards La Jolla or Oceanside. NBC San Diego reports that Welch is a high risk parolee who has served time in prison and has allegedly tried to run over someone with his vehicle. He is a 5’9”, 170 lb asian male with multiple tattoos driving a black 1994 Toyota pickup truck with 20” chrome rims, California license plate 4X99472.
