Perhaps the most difficult to intercept are the so-called “lone wolves.” Individuals who act without support from ISIS but are merely inspired by the propaganda. Law enforcement and intelligence may have no idea that an individual will carry out an attack until it is over. Why? Well, they haven’t communicated with ISIS or ISIS supporters. They may have just consumed the propaganda and believe the message, and in turn are inspired to attack.
